Phenomena II: Dream Runner was the second album from the fluid "supergroup" formed by record producer Tom Galley, his brother and former Whitesnake member Mel Galley, and Metalhammer magazine founder Wilfried Rimensberger. A concept unified the material on each of the three initial albums, although the personnel from song to song could be different.

This song features Mel Galley (ex Trapeze, Whitesnake, died 2008) and Scott Gorham on guitars, Michael Sturgis on drums, Leif Johansen on keyboards, Max Bacon (GTR) on backing vocals, and the dearly departed John Wetton on bass/vocals. This was Wetton's only appearance on the album . Ex-Black Sabbath, Colosseum II, Whitesnake, etc. member Neil Murray provided bass for the album.

Wetton's presence on track three could make one imagine a lost Asia song. Ray Gillen (d. 1993) provides vocals for Tracks 1, 7-9; Glenn Hughes Tracks 2,4,6; Max Bacon 5, 10. If four different lead vocalists give the album a noticeable diversity of sound song to song, the presence of different musicians varies things, too. Toshihiro Niimi is drummer for three tracks, Toshihiro Niimi plays guitar on three songs, John Thomas on one.
