by Pete Townsend
Written by Bob Dylan in 1963 and released on his Freewheelin Bob Dylan album. In 1969 he recorded a version with Johnny Cash that appeared on the Nashville Skyline LP The song is called Girl From The North Country

The tune was based on the traditional Engish Ballad Scarborough Fair

On his 3rd Studio album Pete Townsend covered it the wiki page refers to it as Traditional arranged by Pete Townsend but it several other places it is quoted as a cover of the Dylan tune, including the songs own page.

There are 89 covers of it according to Secondhandsongs.com including the Pete version though WhoSampledWho.com does not and only has 13 covers in any event
